Langstone Coastal Scheme update – October 2026

October 2026 – Welcome to this month’s update.

Thank you to everyone who has submitted questions. This month’s newsletter focuses on the new temporary junction on Langstone Road and footpath closures during the scheme.

We hope you find this newsletter helpful and we’d be grateful if you shared it with friends, neighbours, family members and visitors.

Please accept our apologies if you had trouble accessing the Coastal Partners website within the last week – we have been undertaking changes to the site and the content we present.

Coastal Partners has committed to developing an exciting new website to promote, educate and inform residents about its work in managing coastlines, improving community resilience and enhancing the natural environment.

As work commences, an interim website for Coastal Partners has been implemented, providing a background on projects underway across the five local authority areas it manages. Rest assured, we’ll continue to share project updates, construction progress and key information through both these newsletters and the interim website as works in Langstone progress.

If you have any questions in the meantime, please contact us at langstonecoastalscheme@havant.gov.uk and a member of the team will be happy to help.

New Temporary Junction on Langstone Road

To support the safe delivery of the Langstone Coastal Scheme, a temporary junction will be constructed on the A3023 Langstone Road from January 2027. The junction will provide access to the project’s main construction compound and will be used by vehicles delivering materials, plant and equipment required for the works.

Using a central compound allows deliveries to be received, stored and coordinated in one location before being distributed to the relevant work areas. This approach helps reduce heavy goods vehicle movements throughout the local road network and minimises disruption to residents, businesses and road users.

What work is taking place?

Construction of the temporary junction and associated highway improvements will be undertaken in a series of phases between January and mid-March 2027.

As part of these works, the existing pedestrian crossing on the A3023 will need to be relocated slightly further north. The new crossing will include facilities for both pedestrians and cyclists and will be accompanied by new lighting columns and associated utility connections.

Please see the Temporary Junction Location mark-up below:

Langstone - Map of temporary junction

Phase 1 – Removal of Existing Traffic Island

The first phase will involve removing the existing traffic island on the A3023. To minimise disruption during the busiest periods, this work will be carried out overnight between 6:30pm and 6:30am for up to five nights.

Temporary two-way traffic lights will be in operation during these night works. Where practicable, noise-reducing measures such as acoustic blankets, will be used to help minimise disturbance to nearby residents.

Phase 2 – Construction of New Crossing and Temporary Junction

Following the overnight works, construction will continue during daytime hours.

Traffic will remain able to travel in both directions using a temporary road layout through the centre of the carriageway while work takes place within the verges and footways. This will include removing the existing crossing points, installing the new facilities, as well as constructing the temporary vehicle access junction. This arrangement will remain in place throughout this phase to provide a safe working area while maintaining traffic flow.

Some sections of footway and crossing points will need to be temporarily closed while the works are carried out. Clearly signed pedestrian diversion routes will be provided, and access to The Billy Trail, east of Langstone Avenue, is expected to be maintained throughout the works. In locations where footways are narrowed, cyclists will be asked to dismount and walk through the area.

Phase 3 – Installation of New Traffic Island

Once the new crossing and temporary access junction have been constructed, a new traffic island will be installed.

As with the removal of the existing traffic island, this activity will be undertaken overnight for up to five nights using temporary two-way traffic lights to minimise impacts on daytime traffic.

Phase 4 – Langstone Avenue & Langstone Meadows Works

The final phase will include completion of the new pedestrian and cycle crossing facilities on Langstone Avenue, linked to the relocated crossing on the A3023. Once complete, this will create a continuous route for pedestrians and cyclists between the western side of the A3023 and The Billy Trail to the east.

The works will also include improvements to the existing gated access off Langstone Avenue into Langstone Meadows, which will be used to facilitate construction vehicle movements associated with the project.

Some of the works within Langstone Avenue and Langstone Meadows will take place alongside the highway activities, with activities carefully coordinated to maintain safe access for pedestrians and cyclists throughout the works.

What happens next?

Once operational, the temporary junction will provide direct access between the A3023 and the main construction compound. Construction traffic will be able to enter and exit the site compound without the need for ongoing traffic management on the public highway.

The temporary junction will remain in place for the duration of the scheme works. Upon completion of the project, the temporary access arrangements will be removed and the area reinstated. The relocated pedestrian and cycle crossing will remain in its new permanent location.

We appreciate that these works may cause some temporary inconvenience and would like to thank residents, businesses and road users for their patience and understanding while these improvements are delivered. Every effort will be made to carry out the works safely, efficiently and with as little disruption as possible.

Preparation

Ahead of these main works starting in January, a small amount of investigative and preparatory work will take place during November. This will include digging a number of trial holes to identify underground utilities and clearing some additional areas of bramble vegetation from the gated entrance along the route of the compound access track. No hedgerows or trees will be affected during these works.

Footpath Closures during Construction

We know the meadows and shoreline around Langstone are well used and valued by residents, dog walkers and visitors alike. Some temporary footpath closures and diversions will be needed to accommodate work on Frontages 1A, 2, 4 and 5 (see the frontage map illustration for their locations) of the Langstone Coastal Scheme, allowing the safe construction of new flood defences and the operation of our construction compound.

The closures will enable the construction of key flood defence features across these frontages. These works include sheet-piled walls, footpath raising and widening, reinforced concrete flood defence walls, new earth embankments and flood gates, all designed to reduce the risk of tidal flooding to the community.

To minimise disruption, diversion routes have been identified and will be signposted during the works, allowing people to continue accessing the area while keeping a safe distance from construction activities. These routes are shown on the map below.

During construction we will provide regular updates with photos and videos on what’s going on in the areas that you can’t see.

While we appreciate that the diversions may add a little time to some journeys and walks, they are temporary and will enable us to deliver vital flood protection for Langstone.

The final phase of the North Portsea Coastal Scheme is now open at Ports Creek, and we’d encourage you to take a stroll along the frontage to see the finished project first hand. It’s a great way to explore how coastal defences can help protect communities while creating an attractive and accessible seafront environment.

We appreciate the continued support and interest shown by the community as we prepare for construction in April 2027.
