HBC Completed Projects

South Hayling Beach Management - Winter 2021

Following Christmas and New Year storms, HBC carried out emergency, safety critical beach works along the Eastoke frontage helping to reduce the risk of coastal flooding and erosion.

The works took place along the southern frontage of Hayling Island, with material extracted from the beach between the Coastguard Hut and the Funfair and deposited along the residential frontage at Eastoke.

Works were fully funded by the Environment Agency and carried out by Contractor, Les Searle Plant Hire & Sales.

Emergency Repairs at West Beach, Hayling - Winter 2020

Two groynes at West Beach suffered irreparable damage following a storm and are no longer effective. To avoid a health and safety risk, HBC made the decision to remove the badly damaged groynes.

Some works will be undertaken during non-daylight hours to coincide with morning low tides, with appropriate safely precaution in place. A small compound will be established at the far western end of former West Beach car park. We would appreciate if you remain clear of both the compound and works area for your safety.

South Hayling Beach Management - Autumn 2020

Beach management works at Hayling Island are now complete. With our contractors Boskalis Westminster Ltd. & Les Searle Plant Hire & Sales Ltd. we have been able to carry out a successful beach management campaign. Working in partnership we were able to use their availability and expertise to react quickly to the 2nd November storm event on the island with minimal disruption.

Work lasted 3 weeks in and involved movement of approx 40,000m3 of shingle,  pumped ashore from the dredger, the Sospan Dau, and from beach recycling. The Sospan Dau left site on 1st Nov having completed the expected works. A storm event impacted Hayling Island on 2nd Nov 2019 and the beach crest was overtopped, with shingle and seawater pooling on the promenade. With our contractor, we were able to quickly respond to the storm with works commencing on Mon 4th November to reinstate the beach profile and clear the promenade of shingle allowing pedestrian access along the seafront. The works were funded by the Environment Agency.

South Hayling Beach Management - Spring 2020

With funding from the Environment Agency, HBC is carrying out the spring 2020 beach recycling along the Eastoke frontage, reducing the risk of coastal flooding and erosion to properties and infrastructure in the area to a 1:200 year design standard of protection.

Broadmarsh Revetment Repairs - 2019

Further works were carried out to stabilise the areas of rock in the revetment at Broadmarsh Coastal Park, Havant. Over the past 2 years some rock has been lost from the site, leading to the destabilisation of some of the sections of defence.

The revetment was originally constructed to protect the reclaimed land behind. Loss of rock from this location risks exposing landfill and and has potential to pollute Langstone Harbour. Maintenance is essential to protect the designated harbour environment and to reduce the health and safety risk to those using the coastal footpath.

Key objectives:

  • Remove the health and safety risk to the footpath users
  • Maximise the residual life of the structure
  • Prevent pollution to Langstone Harbour

South Hayling Beach Management - Spring 2019

After successfully securing funding from the Environment Agency, HBC has completed beach recycling along the Eastoke frontage, reducing the risk of coastal flooding and erosion to properties and infrastructure.

Material for this operation was extracted from the beach between the Funfair in the west, and the Coastguard hut in the east. Works commenced 23rd April 2019 and completed by 30th April 2019.

The operations were carried out by Les Searle Plant Hire & Sales. We recycled 13,400m3 shingle during the works.

In addition to the beach recycling works our Contractor also spent two days clearing the promenade of any shingle and increasing the width of the path along the Eastoke frontage to improve public access.

South Hayling Beach Management - Autumn 2018

Maintenance of the rock revetment at Eastoke Point and autumn beach recycling campaign along the southern frontage of Eastoke, South Hayling Island has been completed. Works are undertaken to reduce the risk of coastal flooding and erosion to the area. This year’s operations were successfully carried out by Les Searle Plant Ltd of West Sussex.

The rock revetment maintenance works started on the 1st October 2018 and lasted for one week. The works were necessary to prevent large voids appearing at the rear of the rock revetment following an overtopping wave event.

Broadmarsh Revetment Repairs - 2017

Repairs were undertaken on the sea defences around Broadmarsh.

Works involved replacing three failed areas of concrete Armorloc revetment with a new rock revetment. These works were carried out by Avon Construction Ltd.

South Hayling Beach Management - Autumn 2017

Autumn beach recycling at South Hayling is complete. The works took place along the Eastoke frontage in order to manage coastal flood and erosion risk to the area.

The works started on 2nd October 2017, and the main campaign lasted for 3 weeks. We recycled 20,000m3 shingle from Gunner Point and 10,000mshingle from the Open Beach. This allowed us to build up the width of the beach crest Eastoke frontage in order to maintain the first line of defence against coastal flooding.

Immediately following the completion of the works, Storm Brian hit the south coast of England and impacted the beach at Eastoke. The following week we mobilised a smaller excavator and a bulldozer to clear the promenade of shingle and re- profile this on to the beach. These works were completed on 27th October 2017.

Broadmarsh Revetment Repairs - 2016

Coastal works were carried out on failed sections of revetment near the Broadmarsh Coastal Park in Havant. Storms over the winter of 2015/16, and further storms in the spring of 2016 caused damage to the concrete, repairs were undertaken to ensure the defence remained operational.

The revetment was originally constructed to protect reclaimed land behind. Several failures occurred over time due to persistent storms, aggressive wave action and surface water putting pressure on the revetment. The failures could risk exposing landfill and potentially polluting Langstone Harbour. Maintenance is important to reduce the Health & Safety risk to those using the coastal footpath, which has become unstable in some locations.

Avon Construction Ltd were appointed by HBC to carry out the works.

South Hayling Beach Management - Autumn 2016

HBC completed their beach management operations along the Hayling Island seafront in accordance with the Beach Management Plan for the area. The works took 4 weeks to complete, finishing on 25th October 2016.

South Hayling Beach Management - Spring 2016

HBC completed spring beach management ops along the Hayling Island seafront - part of the Beach Management Plan for the area. The work lasted for 4 weeks, finishing on 27th April 2016. For this operation we carried out both beach recycling and beach nourishment.

Shingle was moved from the west of the island, where it naturally builds up, to the groyne bays at Eastoke, where it is naturally lost.

2,500t of additional material was imported and stored in Eastoke Corner car park. Contractor, Boskalis Westminster Limited, used 4 dumper trucks, 2 bulldozers and an excavator to carry out the works. 45,000m3 of shingle was recycled to the Eastoke frontage.

Timber Maintenance 2015 - 2016

Maintenance carried out on the timber structures along the Southern Hayling Island frontage in November 2015. HBC appointed J T Mackley & Co Ltd, who carried out repairs on over 20 timber groynes as well as repairs to the Coastguard sloping timber revetment and timber steps to Eastoke Corner Car Park. Works increased the design life of the structures in time for the winter months.

Contractors returned site in spring 2016 as planned, to carry out further repairs to the groynes. Further repairs were also carried out on the Coastguard sloping timber revetment.

South Hayling Beach Management - October 2015

HBC undertook a maintenance dredge of Chichester Harbour Approach Channel, pumping the shingle material ashore to re nourish the beach.

Dredged areas were where the shingle naturally built up in the channel, which could otherwise cause a navigation risk to local mariners. The shingle was pumped ashore onto the Eastoke frontage, maintaining the coastal flooding and erosion protection to the properties of the Eastoke Peninsula.

Estimated discharge time per load approx 1 hour, aiming for 2 discharges per high tide.

Broadmarsh Landfill Revetment Emergency Works - 2014

Emergency works were carried out on failed sections of the revetment near Broadmarsh Landfill site in Havant. Poor weather in 2013/14 caused damage to the concrete, and repairs were required to ensure the defence remains operational.

The revetment was constructed to protect reclaimed land. Several failures occurred over the winter of 2013/14 due to persistent storms, aggressive wave action and higher than average amounts of surface water putting pressure on the revetment.

These failures risked exposing landfill and potentially polluting Langstone Harbour. Maintenance was essential to reduce the Health and Safety risk to those using the coastal footpath which became unstable.

There are four key objectives for carrying out emergency works:

  •      Remove the risk to public health and safety
  •      Maximise the residual life of the overall structure
  •      Prevent pollution to Langstone Harbour
  •      Deliver the aspirations of the Shoreline Management Plan

APA Concrete Repairs Ltd were appointed by HBC to carry out the works.

Eastoke Point Coastal Defence Scheme - 2013

A £5 million coastal defence project designed to reduce flood risk to over 1,700 Hayling Island homes was successfully completed on 11th November 2013.

Funding was secured through the Environment Agency.

HR Wallingford were commissioned to develop the Eastoke Point Coastal Defence Study in 2009 which was used to develop the detailed design for the scheme.

The scheme involved the construction of over 650m of rock revetment and four new rock groynes using 70,000 tonnes of Norwegian rock. 25,000 tonnes of shingle were also imported and used to raise the profile of the beach, combating rising sea levels.

Improvements were made to the existing sea wall and promenade, including a new ramp and steps at Nutbourne Road and Bosmere Road, facilitating year-round access to the beach.
