Phase 1 construction works began in late August 2016 and were completed in early October 2016.
As a part of the Phase 1 of the Hill Head project, re-nourishment of historically low beach levels at the beach took place, to protect the promenade from further exposure to wave damage. Extensive maintenance on the 10 Fareham Borough Council (FBC) owned groynes will improve beach material retention and help protect the seawalls.
The beach was open to the public as was the promenade, beach huts and public toilets with diversion routes in place. The only place the public were prevented from accessing was the beach in the areas where work took place. There was safety fencing up to separate the public from the works and operatives were in attendance to help direct the public from these areas of construction. The beach material being used for Phase 1 was dredged from the Solent and then bought ashore in Portsmouth for processing and transportation.
An information event was held in early August at the Holy Rood Church in Fareham to allow the local public, beach hut owners and business owners to attend to gain more up to-date information. Such information included, but not limited to, more specific timeline of events for Phase 1 and Phase 2, information on what work is being done during Phase 1, why is the project needed and a timeline of the beach’s background and historical issues.

The works were funded by FBC and involved bringing in 4,000 tonnes of beach material by road to top up the beach in the first 5 groyne bays from the car park.
